About the Program:
Program Committees & Work Groups - Citizens Advisory
Citizen participation is critical to the Harbor Estuary Program’s success both because public support of environmental programs is necessary for their implementation and because the HEP promotes partnerships with non-profit citizens groups as an efficient mechanism for accomplishing many of the CCMP actions.
The main mechanism for citizen input into the program is the Citizens Advisory Committee (CAC), co-chaired by Captain Bill Sheehan of Hackensack Riverkeeper and Carter Craft of the Metropolitan Waterfront Alliance. The CAC holds four seats on the Management Committee (the two co-chairs and one other representative from each state) and has a joint representative to the Policy Committee with the Science and Technical Advisory Committee, Charles Warren. The CAC meets quarterly before each Management Committee meeting.
