Committees & Work Groups - Water Quality Work Group

As in any urban estuary, the New York-New Jersey Harbor faces challenges from many forms of pollution. The CCMP identified nutrients, pathogens and toxics as the major categories of contaminants of concern and established work groups to address them (click here). After initial characterization of the problems, an in-depth effort was undertaken to use mathematical models to estimate the load reductions necessary to meet water quality standards. This effort has been complicated by evolving standards, differences in regulatory approaches to controlling pollution, limited recent field data, and the potential enormous costs in making pollution reductions.

While there are many sources of these pollutants, including stormwater runoff, combined sewer overflows (CSOs), wastewater treatment plants, atmospheric deposition, and historic or legacy contaminants, each pollutant has a major source. For pathogens it is CSOs, for nutrients it is wastewater treatment plants, and for many toxics it is legacy sediments. The Water Quality Work Group was formed in 2013, after combining a number of related committees into one, and functions to:
  • Communicate among interested parties about the status of pollution management plan efforts.
  • Identify water quality monitoring needs and develop programs to fill these needs.
  • Communicate water quality trends to various audiences.
  • Consider traditional and new technologies, including green infrastructure that would be beneficial to the estuary.
  • Identify opportunities for water stewardship that can be highlighted for the Citizens Advisory Committee.

The individual work groups established under the CCMP assembled a wealth of knowledge regarding management options. AAs it became clear that the agencies charged with regulatory responsibility had difficult decisions to make, a cross cutting Oversight Group made up of the EPA and the state regulatory agencies was formed in 2005. This group continued the effort to evaluate options and resulted in draft pollution reduction plans. As options are considered for implementing pollution reduction, there is an ongoing need for partners to remain informed and involved. Therefore, in March 2013, the Management Committee agreed to combine the three technical work groups into a single water quality group to make more efficient use of member’s time.
